Legacy kernels doesn't want to be added to repository

Description

Perhaps it has something to do with packaging. To reproduce generate odroid xu4 kernel and run ./compile.sh REPOSITORY_UPDATE="update" then use find to see if kernel image is getting into published section repository/public/
