Generate all images that are declared in targets.yaml for single device

We often need to recreate image for certain device only. For this purpose we are still using a script https://github.com/armbian/os/blob/main/.github/workflows/build-images.yml that is covering this, works good, but its using old build configs. I already tried to implement this to with the new build way, but to no success. I don’t know how to use https://github.com/armbian/os/blob/main/.github/workflows/artifact-image-complete-matrix.yml to make artefacts and images for one selected board.
