Implement DWC3 XHCI-HCD quirk to RK3399 mainline kernel

Description

There is an issue that make USB based 2.5G Ethernet adapter on Helios64 hung and trigger kernel crash using mainline kernel.
The legacy kernel (LK 4.4) does not have this issue.
Forward port the implementation on Rockchip LK 4.4 to mainline kernel
